Stray horses 'to be dealt with'

Authorities in the Black Country are banding together for crisis talks on the problem of stray horses roaming the area.
According to the Express and Star, this has long been an issue, with many people frightened that the wandering animals will cause road accidents.
On Monday alone (November 8th), three beasts ran out in front of cars, which could have resulted in an accident requiring a horse insurance claim to be filed.
Now Dudley Council has been asked to take immediate action, as the news source reports that its previous efforts were looked upon as inadequate.
"We will demand that enforcement action is taken by the council as this has been going on for too long. It is a difficult situation and you have to be careful when dealing with the owners," councillor Judy Foster said.
It may serve as a reminder to owners of the importance of fully securing their own animals if they are stabled along a busy road.
